About the Project
Breaking Ground Trust is a perpetual purpose trust (PPT) Breaking Ground is a Perpetual Purpose Trust which has a legal obligation to steward and demonstrate new ways of managing lunar resources for the benefit of all.
About the Need
Throughout its history, humankind has relied solely on the resources available on Earth. In recent years the Moon has captured the interests of many because of the emerging potential to use its anticipated water and mineral resources. As the first steps towards extraction and utilization are being taken, the precise nature, usefulness and commercial value of Lunar resources remain unknown. Further, as national appropriation is prohibited in outer space, there is as-yet no consensus on the legal framework for commercial utilization of Lunar resources. There is a need to develop approaches to managing these resources sustainably and lawfully that provides clarity for governments and private actors alike.
About the Solution
Breaking Ground, will purchase and steward collected regolith samples and extracted lunar resources. The Trust entity exists to hold title to these resources and manage associated rights; and, as needed, managing access to derivative products such as data. The trust aims to:
Demonstrate a plurality of functional property rights regimes applicable to different resources on the Moon, each consistent with the OST.
Prototype multi-stakeholder consultative processes to increase diverse stakeholder representation in space policy design and resource management.
